For many people in Hampstead, the local library is something you either know exactly where it is – or you’ve driven right past it without ever realizing it’s there.
Now, a new facility is in the works that aims to change both of those things.
This isn’t just about adding space – it’s about putting the library in a place more people will actually see and use every day.
A new library location along US-17

Pender County is moving forward with plans for a new Hampstead library branch that will more than double the size of the current building and relocate it to a more visible and accessible part of town.
The new facility is planned along U.S. 17 near Hoover Road, adjacent to the county’s Hampstead Annex building. While both the current and future locations sit near signalized intersections, the new site places the library directly along the main corridor through Hampstead.
That shift alone is meaningful. It improves day-to-day visibility, makes the library easier to find for new residents and visitors, and provides significantly more room for parking and overall site access.
A growing community, and a library that needs to keep up
The move isn’t just about location. It’s about capacity.
The existing Hampstead branch is approximately 7,800 square feet. The new facility is planned at around 20,000 square feet, reflecting both current demand and expected growth in eastern Pender County.
Library usage has steadily increased in recent years, with tens of thousands of annual visits and well over 150,000 items circulated in a recent year. Children’s programming has been a major driver of that demand, with attendance rising significantly over a short period of time.
At times, the current space can feel stretched – not because it isn’t well used, but because it was never designed to support the level of activity it sees today.
As Hampstead has grown, the need for more flexible, functional public space has grown with it.

The larger footprint allows the new facility to be designed with that reality in mind.
Plans for the new Hampstead branch include:
- A larger, dedicated children’s area built to better support high-demand programs
- Two community meeting rooms for events, classes, and local organizations
- Multiple private study rooms for students and remote workers
- Dedicated quiet spaces for reading and focused work
- An outdoor courtyard that adds flexible space beyond the building itself
Rather than adapting a smaller building to meet growing demand, the new library is being designed from the ground up to handle how the community actually uses it today.
Timeline: moving forward, but longer than first expected
The project has progressed steadily through planning and design, though the expected timeline has shifted along the way.
Earlier projections pointed toward a late 2026 opening. More recent updates now suggest an early 2027 timeframe for completion.
That shift isn’t unusual for a project of this size, but it’s worth noting for anyone expecting a quicker turnaround.
That change reflects the realities of a multi-phase project that includes design, permitting, bidding, and construction.
As of early 2026, the project has moved through design and into pre-construction stages, including contract approvals and site-related work.
While it may take longer than originally anticipated, the project is actively moving forward. Given how locals feel about the bypass project, this is the part of the project county residents are watching most closely.
Project cost and scope
Cost estimates have also evolved as plans have been refined.
Initial projections in 2024 placed the total cost at over $15 million. More recent approvals bring the total closer to $10–11 million, with construction costs making up the majority of that figure.
The project is funded through a combination of county resources, donations, and other supporting funds.
Despite the changes in estimates, the goal remains consistent: a larger, more capable facility designed to serve a growing community.
What happens to the current library site?

One of the most common questions around the project is what will happen to the existing Hampstead library once the new building opens.
At this point, there isn’t a single confirmed answer.
Some county materials have suggested the possibility of selling the property, while other updates point toward a potential repurposing of the building.
What is clear is that the current location will no longer serve as the primary branch once the new facility opens.
Any final decision on its future is still something residents will want to keep an eye on as the project moves closer to completion.
A more visible, accessible part of the community
Beyond the added space, the new library represents a shift in how the facility fits into daily life in Hampstead.
Instead of being tucked away, the new location places the library directly along the main route many residents already travel every day.
It’s easier to see. Easier to access. And better positioned to serve both longtime residents and those still discovering the area.
As Hampstead continues to grow, projects like this are one of the ways local infrastructure begins to align with that pace.
It may take a bit more time to get there, but the end result is expected to be a noticeable step forward for the community.
